Put the brown sugar, butter, eggs, flour, baking powder, salt, vanilla and rum into a bowl and mix until well combined and smooth. Next, stir in the butterscotch chips and toffee bits. Pour the batter into your prepared pan and bake at 350 for about 20-25 minutes, or until a toothpick inserted in the center comes out clean.
